Abstract

A signifi cant Non-Trade Concern that often confl icts with trade liberalization objectives is the goal of health protection. Regulations that aim to protect the health of humans, animals, or plants against food-borne risks or risks from pests or diseases of plants and animals may create considerable market access barriers. They are a particular concern for European Union (EU) exporters of food and agricultural products that wish to have access to the Chinese market, but are confronted with regulations establishing requirements for the purpose of health protection.
