abstract = "In this paper the attention is on EU legitimacy and accountability after the Five-Presidents Report of 2015 and the question on how to ensure input legitimacy (without jeopardizing output legitimacy) for the EU and its many policies. The paper analyses the problems and proposes solutions to involve EU citizens and national parliaments, in order to give citizens more ownership of EU politics. The proposals forwarded may be implemented in practical day-to-day politics and do not require treaty change, which is too time consuming to be effective on the short run.",
