Abstract

Over the years, migration has become a complex phenomenon. One state or actor in isolation cannot manage the challenges and opportunities of transnational migration. Successful migration governance requires not only cooperation across government actors but also involves a whole-ofsociety engagement, which includes non-state actors such as civil society, businesses, universities and the media. These actors increasingly build informal and formal relationships with governments, while also critically observing, challenging and contributing to migration governance.
