Abstract

This thesis compared the regulation and implementation of public-private partnerships (PPPs) in China and the EU. PPPs are increasingly used to provide public works and services in infrastructure projects. This thesis gives readers more of an insight into how PPPs function and assess whether the regulatory framework and implementation process in China and the EU contribute to using PPPs effectively. As a first attempt to systematically compare PPPs in China and the EU, this thesis aims to provide a better understanding of the concept of PPPs, which may contribute to reducing transaction costs in cross-border PPP infrastructure projects and become a useful reference to improve and transform how PPPs are regulated.
