Abstract

R??SUM??De nombreux travaux se sont pench??s sur les conditions qui favorisent les efforts en mati??re d???innovation technologique dans les entreprises canadiennes. L???objectif de cette ??tude est d???examiner l???innovation sous l???angle oppos??, ?? savoir les obstacles per??us ?? l???innovation. Nous examinons les obstacles dans les industries des communications, de la finance et des services techniques. Les donn??es proviennent de l???enqu??te innovation de 1996 men??e par Statistique Canada. Premi??rement, nous essayons de faire ressortir quelques facteurs expliquant la perception des obstacles ?? partir d???une analyse des donn??es et d???un mod??le ??conom??trique. Deuxi??mement, nous cherchons ?? d??terminer dans quelle mesure certains obstacles sont compl??mentaires entre eux. Si compl??mentarit?? il y a, il faut adopter une approche syst??mique aux barri??res ?? l???innovation pour y rem??dier efficacement. ABSTRACTMany economic studies have examined the conditions under which innovation occurs in Canadian firms. We take the opposite view and look at the impediments to innovations perceived by Canadian firms. We focus on three service sectors: communication, financial services and technical business services. The data come from the 1996 innovation survey conducted by Statistics Canada. The first objective of this paper is to explain why firms perceive the obstacles to innovation differently. We do so by performing a data analysis and an econometric analysis. The second objective is to find out whether some obstacles are complementary. If there is complementarity, a systems approach is called for to efficiently remove the innovation barriers.
