Abstract
A centralized model with a few large entities holding large amounts of personal data is not conducive to data sharing and data reuse, which leads to lock-in effects and data monopoly. Data portability and decentralized applications serve as a tool for dismantling data silos by granting users control over their data. However, both tools encounter legal, technical, and social limitations. Therefore, we propose a framework that divides and integrates regulatory, technical, and social measures into inner and outer circle measures for decentralization. We hope that such a conceptualization helps to push forward a new paradigm for enhanced data portability.
