Abstract
January and February 2021 have been full of forward-thinking foreign policy analysis. I was either a speaker or an observer in several webinars and roundtable discussions. The main European Foreign Policy think tanks in Brussels all had prominent analysts discuss what sort of administration had taken residency in the White House. Both publics and policy makers wanted to know if the U.S. will rebuild its geopolitical partnerships and resume its global leadership role. There are signs that it will and enormous obstacles that suggest that it won’t.
