Abstract
Guidelines are established tools of evidence-based medicine. However, their application in the Public Health Service presents challenges, particularly in the context of complex public health interventions. This article outlines issues such as uncertain and context-dependent evidence, the multitude of relevant decision criteria and stakeholders, and questions of legitimacy. It emphasizes the importance of transparency, participation, and methodological diversity in addressing these challenges.
