Abstract
Europe has a highly regulated ecosystem when processing personal data. This protection is reinforced for special categories such as personal health data. The use of this data is often analyzed only from the perspective of guaranteeing individual rights. When used for health research, it is also necessary for such analysis to consider collective rights/interests. In the context of health research, this review aims to consider both individual and collective interests within the existing legislation, in an attempt to find a balance that allows less bureaucratization of research.
