Abstract
This chapter examines the disciplines contained in the SPS Agreement to establish the extent to which they permit WTO members, such as South Africa and other African countries, to promote their trade interests by using these rules to challenge the SPS measures of their trading partners on the one hand, and to address their own non-trade concerns in the area of food safety, and the protection of plant and animal health, on the other.
