The EU legislator presents the Taxonomy Regulation as ‘a key step towards the objective of achieving a climate-neutral Union by 2050’ (preamble para 3). Meanwhile, the climate neutrality ambition of the EU has sharpened, given the codification in the European Climate Law of the objective to achieve climate neutrality by 2050 at the latest. Moreover, the European Union has introduced many legal instruments that regulate, in one way or another, the reduction of greenhouse gas emissions. How does the Taxonomy Regulation fit to this package of EU climate laws, and what is its added regulatory value? What does the criterion of "Do no significant harm"" mean, and how this fit to the objectives in EU treaty law?
